Cabinet Member Introductions To welcome the public and introduce all participants. Additional documents: Decision: Councillor Juliet Layton, Deputy Leader and Cabinet Member for Housing and Planning, welcomed the public to the meeting and introduced the responsible officers.
It was noted that the purpose of the meeting was to consider the submission of Siddington’s Parish Council Neighbourhood Plan, and to confirm whether a public consultation led by Cotswold District Council (CDC) would go ahead from Monday 13 July.

Decision: The Officer introduced the report and stated that Siddington had been collaborating with Cotswold District Council to develop their draft Neighbourhood Plan, including running a Reg14 consultation for input from the public, which CDC also commented on – this had been collated into Annex E, the Response Log, and implemented into the Neighbourhood Plan that was now provided in Annex A for Reg15. The Officer advised that in Section 3 a table had been provided listing the requirements for this submission, including;
The Officer concluded that they felt the submission was complete, appropriate, and suitable for the Cabinet Member to approve the recommendations. The Officer advised that the Reg16 consultation would run for six weeks and the same parties from which comments were requested during the Reg14 consultation would be contacted again for this stage, and although CDC would be running the consultation its Officers would also provide comments directly on the contents. The Officer explained that the time period of 13 July to 23 August would avoid clashing with potential Cotswolds Local Plan consultation periods to avoid confusion of the subject matter. Physical copies of all documents would be made available in Siddington and Cirencester for public inspection.

Public Questions The Cabinet Member may allow members of the public present at the meeting to speak or make representations. However, all questions must relate directly to the decision being discussed. Cabinet Member Questions The Cabinet Member may request clarification on the report and the proposed decision, including any alternative options for consideration. Additional documents: Decision: The Cabinet Member noted that this Neighbourhood Plan period aligned with the current Local Plan in effect, both coming to an end in 2031, and suggested that this may make it easier for Siddington to revise their Neighbourhood Plan when the new Local Plan is published, to continue this alignment through to 2043. The Officer confirmed that this was intentional as the two Plans are directly compared during assessment, and as the contents of the new Local Plan were not publicly available assessments would be made against the current Local Plan – the Officer added that during the proposed Neighbourhood Plan period there was an expectation of a review after five years, at which time Siddington Parish Council would be able to amend and update the contents as necessary to align to the newly introduced Local Plan.
The Cabinet Member queried where specifically “hard copies” would be made available for public access, to which the Officer confirmed that one batch of documents would be stored at the offices of Cotswold District Council on Trinity Road, Cirencester, while the local copies would be at Siddington village hall. The Officer noted that as the village hall is not publicly accessible at all times, so appointments for viewing may be required, and further discussions would be had with Siddington Parish Council to ensure that appropriate access is maintained.

Decision The Cabinet Member will verbally confirm the decision, stating whether they: · Accept the recommendations of the officer, · Decide to take a different decision contrary to the officer’s recommendation, or · Decide to refer the decision to a meeting of Cabinet.
The Cabinet Member must inform the Democratic Services Officer of the reason for the decision, which will be officially recorded on the Decision Notice.
Additional documents: Decision: The Cabinet Member accepted the officer recommendations and confirmed their decision to approve the Siddington Neighbourhood Plan and to approve the related public consultation commencing 13 July. In approving the response, the Cabinet Member noted that the contents of the Plan as submitted met the requirements listed in the report and confirmed that the documents were suitable and in order as suggested by the Officer. The Cabinet Member also acknowledged that the timelines for this Neighbourhood Plan and the in-development Local Plan for the Cotswolds had made the process more complex, and thanked Officers for their efforts and wished Siddington Parish Council well for the next stage of the consultation process.
