3.	Officer Overview of the Report PDF 552 KB The purpose of the report is to consider whether a Neighbourhood Plan submitted by Chipping Campden Town Council meets the legal criteria necessary to progress to public consultation, and subsequent independent examination. Recommendation: That 1. the Cabinet Member agrees that the submitted documents meet the requirement of Regulation 15 of the Neighbourhood Planning Regulations 2012. Decision: The purpose was to review a submission by Chipping Campden Town Council (CCTC) of a Neighbourhood Plan and determine whether it met the legal criteria necessary to progress to a Regulation 16 Consultation. The Head of Economic Development and Communities introduced the report and confirmed that the report covered the submission requirements to meet the criteria for progression as set out in Regulation 15. Documents included: · a map or statement identifying the area to which the plan relates, · the consultation statement, · the proposed NDP, · a statement explaining how the NDP meets the ‘basic conditions’ (the legal conditions that must be satisfied for an NDP to pass examination), · One of the following: a) a statement of reasons for a determination that the proposal is unlikely to have significant environmental effects OR b) an environmental report. · Where appropriate, the information to enable appropriate environmental assessments if required. The Head of Economic Development and Communities stated that if the Cabinet Member agreed that the plan submitted met the criteria, it would proceed to a six-week public consultation for community and stakeholder input before undergoing independent examination. The Cabinet Member for Housing and Planning asked whether the Draft Chipping Campden Town Neighbourhood Plan acknowledged the new National Planning Policy Framework (NPPF). The Head of Economic Development and Communities confirmed that the consultation and submission dates were influenced by the new NPPF.

5.	Public questions The Cabinet Member may invite public contributions or representations verbally at the meeting from members of the public present. Questions must relate directly to the decision. If a question is asked, which in the view of the Cabinet Member is not relevant to the decision, the member of the public will be advised where to direct their question. 6.	Cabinet Member questions The Cabinet Member may ask for any clarifications regarding the report and the decision which is required, including any alternative options which might be considered. Additional documents: Webcast for 6. Decision: No Cabinet Member questions were received.
7.	Decision The Cabinet Member will verbally confirm the decision stating whether they · Accept the recommendations of the officer · Decide to take a different decision contrary to the officer’s recommendation, or · Decide to refer the decision to a meeting of Cabinet. Decision: The Cabinet Member considered the recommendations within the report and resolved to AGREE that the submitted documents met the requirements of Regulation 15 of the Neighbourhood Planning Regulations 2012 and RESOLVED that the Council should launch the statutory ‘Regulation 16’ consultation period for the standard six-week period.
8.	Reason for Decision The Cabinet Member must inform the Democratic Services Officer of the reason for the decision, which will be officially recorded on the Decision Notice. Decision: The Cabinet member noted that the request for a regulation 16 consultation was necessary as the next step in progressing the Chipping Campden Neighbourhood Plan.
