Cirencester Neighbourhood Plan Purpose To consider whether a Neighbourhood Plan submitted by Cirencester Town Council meets the legal criteria necessary to progress to public consultation, and subsequent independent examination.
Recommendation That 1. The Cabinet Member agrees that the submitted documents meet the requirement of Regulation 15 of the Neighbourhood Planning Regulations 2012; 2. Consequently, the Council will launch the statutory ‘Regulation 16’ publicity period for the standard six-week period.

Decision: The purpose was to consider whether a Neighbourhood Plan submitted by Cirencester Town Council met the legal criteria necessary to progress to public consultation, and subsequent independent examination.
The Head of Economic Development and Communities introduced the report and confirmed that the report covered the submission requirements in detail and included the necessary supporting documentation required to meet the criteria set out in Regulation 15.
Documents included: · A statement which identified the area to which the Cirencester Neighbourhood Plan related—an area within the parish boundaries of Cirencester.
· A Consultation Statement was provided, detailing the persons and bodies consulted about the proposed plan, the main issues and concerns they raised, and how these issues and concerns were considered and addressed in the proposed plan.
· A draft version of the proposed Neighbourhood Development Plan.
· A Conditions Statement explaining how the proposed plan met the necessary requirements, including conformity with national policies, appropriate environmental screening, and alignment with strategic development policies.
The Head of Economic Development and Communities stated that if the Member agreed that the plan met the criteria, it would proceed to a six-week public consultation for community and stakeholder input before the next planning stage.
The Cabinet Member for Housing and Planning asked about the consultation timing and the possible impact of local elections. The Head of Economic Development and Communities confirmed that the local elections would be considered and any pre-election period taken into account. It was confirmed that dates for consultation would be finalised during the Overview and Scrutiny call-in period.
DECISION: The Cabinet Member considered the recommendations within the report and resolved to AGREE that the submitted documents met the requirements of Regulation 15 of the Neighbourhood Planning Regulations 2012 and RESOLVED that the Council should launch the statutory ‘Regulation 16’ consultation period for the standard six-week period.
Reason for Decision of the Cabinet Member for Housing and Planning The Cabinet member noted that the request for a regulation 16 consultation was necessary as the next step in progressing the Cirencester Neighbourhood Plan.
