Purpose To make recommendations for the use of funds collected from the Rissington Road Car Parking Tourism Levy in Bourton-on-the-Water for 2024/25.
Recommendation That the Deputy Leader and Cabinet Member for Finance resolves to: 1. Approve the funding for the replacement of the George Moor Bridge railings, and 2. Approve the funding for the First Responder Kit. Additional documents: Decision: Jon Dearing presented a brief overview of the report and explained that the funding pot was a result of the tourism levy in Bourton-on-the-Water, introduced in March 2021, which added a 50 pence charge to every parking session purchased during the year. The resulting funding was apportioned to fund schemes that help the village manage the impact of the high volumes of visitors it receives. The majority of funding decisions were made in November 2024, and this report recommended using some of the £12,000 funding remaining in the current financial year.

Estimated Cost: £2,280 The parish council received a quote for the replacement of railings on George Moore Bridge.
2. First Responder Kit for Bourton-on-the-Water:
Estimated Cost: £3,000 The ambulance service trained a local person to be the first responder. However, the kit required for this role was not provided by the ambulance service or the NHS, resulting in an additional cost.

Decision The Cabinet Member will verbally confirm their decision, stating whether they:
· Accept the officer’s recommendation, · Make a different decision contrary to the recommendation, or · Refer the decision to a Cabinet meeting.
The Cabinet Member then must inform the democratic Services Officer present of the reason for the decision which will be formally recorded on the decision notice. The details, numbers, and quotes listed in paragraph 4.1 of the report, with the total cost estimated at just under £5,300 were noted. It was emphasized that this expenditure would be covered by the estimated £12,000 remaining from the budgeted income for the financial year.
Additionally, the Deputy Leader and Cabinet Member for Finance and Transformation agreed to delegate the authority for any additional expenditure to David Stanley, the Deputy Chief Executive, in consultation with himself, as mentioned in paragraph 4.2 of the report. Reason for the Decision: The reason for the decision was to utilize funds raised by the tourism levy in Bourton-on-the-Water to support two projects: improving the bridge and providing a first responder kit. These enhancements were intended to benefit both residents and visitors by improving safety and infrastructure in the village. |
