This report seeks the approval of the Cabinet Member for Planning and Regulatory Services of the recommendations to agree that; 1) That the Cabinet Member agrees that the submitted documents meet the requirement of Regulation 15 of the Neighbourhood Planning Regulations 2012; 2) Consequently, the Council will launch the statutory ‘Regulation 16’ publicity period for the standard six week period.

Minutes: Neighbourhood Planning: Regulation 15 Decision for the Down Ampney Neighbourhood Development Plan
The purpose of the report was to request that the Cabinet Member for Planning and Regulatory Services agree that the submitted documents meet the requirement of Regulation 15 of the Neighbourhood Planning Regulations 2012. In addition request that the Council launch the statutory 'Regulation 16' publicity period for the standard six week period.
The Cabinet Member invited the Community Partnership Officer to outline the background of the decision.
It was noted that the report was tightly defined to deciding on whether the proposals should go ahead to consultation rather than whether the council agree with the policies or if they meet the 'Basic Conditions'.
It was noted that if the recommendations were agreed to today, the council and other parties would have a chance to comment ahead of the Independent Examiner's judgement.
It was noted that Down Ampney Parish Council had a portfolio of documents including those in the document pack and the supporting information.
The Cabinet Member noted that the plan was comprehensive and felt that it would meet the legal requirements.
The Cabinet Member hoped that the community would engage with the plan which would benefit the community.
Decision
The Cabinet Member considered the recommendations of the officer and agreed to the officer's recommendations that; 1) That the submitted documents meet the requirement of Regulation 15 of the Neighbourhood Planning Regulations 2012; 2) Consequently, the Council will launch the statutory 'Regulation 16' publicity period for the standard six week period.
Reason for Decision of the Cabinet Member for Planning and Regulatory Services
The Cabinet Member agreed to the decision as it was deemed that the documents met the statutory requirements for Neighbourhood Plans and therefore it could proceed to the 'Regulation 16' publicity period.
