Fairford Neighbourhood Plan PDF 136 KB Purpose To agree a representation from the Council to the Regulation 16 consultation on the Fairford Neighbourhood Development Plan.
Recommendation That the Cabinet member considers the draft representation, and subject to any amendments, agrees it for submission to inform the review by the Independent Examiner. Additional documents:

The officer began by providing a summary of the report and its recommendations to the Cabinet Member.
There were some comments provided to the officer from colleagues on the representation in Annex B. Fairford Town Council have also provided some useful comments following the publication to the website. These were noted as useful comments which helped to develop the submission.
There were amendments that the officer brought to the meeting at Annex B which the officer would correct for the submitted version.
The officer also noted the error on Page 26 Paragraph 3.9 which meant to include the word ‘not’.
An additional reference to the Cotswold SHELAA was noted which this supports the evidence that Fairford had presented.
It was noted that the officer had good conversation with Fairford Town Council regarding the submission that was being put forward.
Managing Flood Risk policy was noted as it was difficult to engage with relevant authorities like the environment agency but this may happen in the consultation.
The officer wished to ask that the report is approved with final comments on Flood Management Policy 4 coming back to the Cabinet Member informally to confirm the wording.
It was noted that Policy 9 - Protecting the Fairford-Horcott Local Gap had additional wording following consultations with Fairford Town Council.
Decision
The Cabinet Member considered the recommendations of the officer and resolved to agree the representation for submission to inform the review by the Independent Examiner subject to a final version of comments on Flood Management Policy 4 being shared with the Cabinet Member.
Reason for Decision of the Cabinet Member for Development Management and Licensing
The Cabinet Member was happy with the decision as it reflects the statutory requirement on neighbourhood plans, which will benefit the town of Fairford and its residents.
