This report asks the Cabinet Member for Development Management and Licensing to consider whether a Neighbourhood Plan submitted by Fairford Town Council meets the legal criteria necessary to progress to public consultation, and subsequent independent examination.

1.           Neighbourhood Planning: Regulation 15 Decision for the Fairford Neighbourhood Development Plan

 

The officer opened the meeting by providing a summary of the report and its recommendations to the Cabinet Member.

 

It was noted that no comments had been received on the report by Democratic Services or the officer.

 

The officer provided an overview of the report and whether the standards of the documents were adequate to continue the process.

 

It was therefore noted that this was a technical report on assessing the plans against the legal criteria.

 

Fairford Town Council had submitted a portfolio of documents including the Neighbourhood Development Plan and other supporting documents which were included in the document pack.

 

It was highlighted that a strategic environmental assessment and a habitat assessment had been done by officers.

 

The Cabinet Member commented that she was happy with the report and with the assessment made by officers.

 

It was noted that the consultation will open on 1st November once the call-in period closes and this consultation would be open until the 13th December

 

 

Decision

 

The Cabinet Member considered the recommendations of the officer and resolved to accept recommendations a) and b) of the report.

 

 

Reason for Decision of the Cabinet Member for Development Management and Licensing

 

The Cabinet Member was happy with the decision set out as this was a comprehensive report which fulfils necessary legal requirements in relation to Regulation 15 of the Neighbourhood Planning Regulations 2012.
