Minutes:

1.       Discretionary Council Tax Discount – Application 1

The report requested that the Deputy Leader of the Council and Cabinet Member for Finance determine an application for Discretionary Council Tax discount submitted under Section 13A of the Local Government Finance Act 1992, as amended.

The Officer opened the meeting by clarifying that the application for discretionary council tax discount being considered was for a property which was not the applicant’s main residence.

The main reason for recommending that the application be refused is due to the fact that this property is let to tenants and therefore provides a rental income to the owner.

The Officer stated that no representations had been made from other Members of the Council and that a 100% discount for 6 months had already been given due to flood damage to the property.

Decision

The Cabinet Member considered the recommendations of the Officer and resolved to accept the recommendation to refuse the application for a Discretionary Council Tax discount

Reason for Decision of the Deputy Leader of the Council and Cabinet Member for Finance

The Cabinet Member considered that as the property owner was using the property for the business purpose of generating a rental income, the owner could reasonably be expected to provide for void periods and it was therefore not appropriate for the Council to award Discretionary Council Tax discount.
