This report seeks the approval of the Deputy Leader of the Council and Cabinet Member for Finance of twenty renewal applications for Discretionary Rate Relief submitted under Section 47 of the Local Government Finance Act 1988 for the financial years 2021/22.
Decision:
The Cabinet Member:
Considered the twenty renewal applications for Discretionary Rate Relief submitted under Section 47 of the Local Government Finance Act 1988 for the financial years 2021/22.
The Deputy Leader of the Council and Cabinet Member for Finance agreed to grant Discretionary Rate Relief to 16 of the applications outlined in the report from a-p.
The entities outlined in the report at a-p were carrying out activities which supported the Council’s priorities and have provided evidence of financial circumstances which justified an award.
The four applications outlined at q-t were not granted Discretionary Rate Relief due to the reserves held by the respective entities.
Reason for Decision of the Deputy Leader of the Council and Cabinet Member for Finance
The Cabinet Member noted the essential work undertaken through village halls and the difficulties facing these entities due to the Covid-19 pandemic.
The Council would continue to support village halls.
The judgement to not grant Discretionary Rate relief was based on the levels of reserves currently held by the four named entities.
The Cabinet Member noted that Discretionary Rate Relief did have an impact on taxpayers and the decision was also based on this factor.
Refusing applications at this stage would not prevent any entity from applying for Discretionary Rate Relief in the future.

This report seeks the approval of the Deputy Leader of the Council and Cabinet Member for Finance of three new applications from one organisation and the renewal of eighteen applications for Discretionary Rate Relief submitted under Section 47 of the Local Government Finance Act 1988 for the financial years 2021/22.
Decision:
The Deputy Leader of the Council and Cabinet Member for Finance agreed to grant Discretionary Rate Relief to 15 of the applications outlined in the report from a-o.
The three applications outlined at q-s were not granted Discretionary Rate Relief due to the reserves held by the respective entities.
The Cabinet Member did not take a decision relating to the Progressive Farming Trust as further information was required.
Reason for Decision of the Deputy Leader of the Council and Cabinet Member for Finance
The Cabinet Member based the decisions taken on the same criteria as applied in relation to agenda item 1.
The Cabinet Member requested additional information in relation to the application of the Progressive Farming Trust so that an informed decision could be taken at a future meeting.
