The officer provided a summary of the report to the Leader of the Council.
It was noted that Cotswold Sailing Club had historically received Discretionary Rate Relief of 25% due to their contribution to the community.
The officer noted that currently there is 100% Expanded Retail Relief up to July 2021 due to the organisation being in the Retail, Hospitality and Leisure Industry, which reduced to 64% relief from 01 July 2021. The application for Discretionary Rates Relief would be applied before this Expanded Relief, but because there is no charitable relief applicable, the Cotswold Sailing Club would still be eligible for the Retail Hospitality and Leisure Relief on the remaining balance.
It was noted that additional information was supplied in Annex A and a plan had been requested for the footpath for the public to use.
The Leader of the Council commented that there was still uncertainty around the wider community benefits that the club can bring.
The Officer noted that moving forward, financial details of organisations over a two year period will be considered for Discretionary Rates Relief applications which would help to provide a more informed decision.
Decision
The Leader of the Council considered the recommendations of the Officer and resolved to accept the recommendations
Reason for Decision of the Leader of the Council
The Leader of the Council agreed to accept the recommendations of the officer as this was relief to be granted for the previous financial year 2021/22 which had been impacted by the Covid-19 Pandemic. Whilst wishing to note the uncertainty over the community benefits, it was felt that the relief of 25% was suitable for this financial year.
