Public Questions To deal with questions from the public within the open forum question and answer session of fifteen minutes in total. Questions from each member of the public should be no longer than one minute each and relate to issues under the Council’s remit. At any one meeting no person may submit more than two questions and no more than two such questions may be asked on behalf of one organisation.
The Chair will ask whether any members of the public present at the meeting wish to ask a question and will decide on the order of questioners.
The response may take the form of: a) a direct oral answer; b) where the desired information is in a publication of the Council or other published work, a reference to that publication; or c) where the reply cannot conveniently be given orally, a written answer circulated later to the questioner. |

Member Questions A Member of the Council may ask the Chair, the Leader, a Cabinet Member or the Chair of any Committee a question on any matter in relation to which the Council has powers or duties or which affects the Cotswold District. A maximum period of fifteen minutes shall be allowed at any such meeting for Member questions.
A Member may only ask a question if: a) the question has been delivered in writing or by electronic mail to the Chief Executive no later than 5.00 p.m. on the working day before the day of the meeting; or b) the question relates to an urgent matter, they have the consent of the Chair to whom the question is to be put and the content of the question is given to the Chief Executive by 9.30 a.m. on the day of the meeting.

The following Member questions have been submitted for response:
Question from Cllr Julia Judd to Cllr Andrea Pellegram Cabinet Member for Environment and Regulatory Services Gloucestershire County Council has approved a policy to introduce charges for excess DIY waste brought by residents to Household Recycling Centres, including rubble, soil, fixtures, fittings and building waste. While I recognise that the policy is intended to contribute to the County Council’s financial savings, there is a clear concern that charging residents for disposing of legitimate DIY waste could create an unintended increase in fly-tipping. This is particularly concerning in rural areas of the Cotswolds, where illegal dumping can have a significant impact on our countryside, roadsides and National Landscape. The County Council’s own report acknowledges the potential risk of increased fly-tipping, but states that there is no statistical evidence demonstrating a sustained increase as a result of charging for DIY waste. It also states that an Ecological Impact Assessment has not been undertaken. Can the Leader confirm whether Cotswold District Council was formally consulted by Gloucestershire County Council before this policy was approved and, if so, what concerns or representations did CDC make? Furthermore, given that CDC may ultimately face additional costs and pressure if fly-tipping increases as a consequence of the policy, what assessment has CDC made of the potential financial and environmental impact on the District, and what discussions has it had with GCC about monitoring fly-tipping and ensuring that any additional costs arising from the policy do not simply fall on Cotswold residents through CDC?

Purpose To present recommendations from the Constitution Working Group in relation to the changes required to the Council Constitution to implement the new National Scheme of Delegation for planning functions in England, introduced through the Planning and Infrastructure Act 2025 and implemented by regulations coming into force on 31 October 2026.
Recommendation That Council resolves to adopt : 1. The revised Planning Protocol in Part 5E of the Council Constitution shown at Annex A1. 2. The revised non-executive scheme of officer delegation relating to Planning in Part C4 of the Council Constitution shown at Annex B1.

Polling Station Review Purpose To ask Council to approve consultation on suggested changes to polling stations. These changes have been proposed by the Electoral Matters Working Group following consultation with Ward members in areas affected. With Council’s approval the next step would be to ask parish and town councils, county councillors and other stakeholders for their views on the proposed changes.
Recommendations That Full Council resolves to : 1. Approve consultation on the proposed changes to polling stations as set out in Annex B; 2. Authorise the Electoral Services Manager, in consultation with the Electoral Matters Working Group, to undertake consultation with parish and town councils, county councillors, Members of Parliament and other stakeholders; and 3.
